Saw the clip on The A Daily Show. Got the slightly expanded quote from this Chicago Tribune article:

“There is no doubt in my mind that we will succeed,’’ he said. “There is no doubt in my mind when history was written, the final page will say victory was won by the United states… and generations of Americans will be able to live in peace.’’

... I think I'll let that speak for itself.

I wonder if he ever listens to his speeches after the fact and then cringes.

But they don't seem to get any better, so maybe not.
