Oregon instituted this law decades ago to help with employment, and to protect the masses from this 'dangerous liquid' that should only be dispensed by a trained professional. Please!! I lived in Seattle from age 12 to 19... pumping gas is NOT difficult, and to this day I'd rather do it myself than wait for some idiot yahoo to do it for me.
Speedometer check areas are an Oregon/Northwest thing? Huh! Things I never knew! I find them handy, I use them occasionally (but mainly only whenever I've got a new car or new tires for my car).
